What about Katrina?

Why is it that the LRAD was ready and waiting for the GOP convention in 2004 at Madison Square Gardens but when Katrina came around they couldn’t be found. In November of that same year a cruise ship used one to fend off pirates. The LRAD is being used in Iraq and many other places as well.Why couldn't we get LRADs to New Orleans before Katrina?
